Результат: погоджена схема взаємодії та перелік рекомендованих змін до чинних інструкцій. 2. Участь у моніторингових візитах Виконавець приймає участь у моніторингових візитах протягом періоду надання послуг. Під час візиту він спостерігає за заняттями й оцінює, як дотримано затвердженої програми: послідовність занять, залучення дітей, доступність і безпеку. Результат: заповнений чекліст і звіт із рекомендаціями. 3. Аналіз зворотного зв’язку дітей і батьків Щокварталу Виконавець аналізує знеособлений зворотний зв’язок, який збирає команда проєкту. Ідеться про доступність, безпеку та зрозумілість занять. Результат: чотири квартальні аналітичні записки. У кожній є повторювані проблеми та пропозиції щодо організації роботи CFS. Пропозиції щодо змісту затвердженої програми Виконавець передає відповідальному власнику програми. 4. Знеособлений аналіз випадків кейс-менеджменту Протягом періоду надання послуг Виконавець аналізує погоджену вибірку, до 24 знеособлених витягів. Перевірка: повноти оцінки потреб і ризиків;відповідність плану допомоги виявленим потребам;документування дій, перенаправлень і перегляду плану. Результат: чотири квартальні узагальнені звіти про повторювані прогалини, з рекомендаціями щодо процедур. Звіти не містять персональних даних дітей і не оцінюють роботу окремих кейс-менеджерів. Цей аналіз не є супервізією./ 1. Analysis and Alignment of Service Coordination Procedures The Contractor shall analyze the current referral processes between facilitators, psychologists, and case managers, as well as the existing pathways for referrals to external services. Deliverable: An agreed service coordination workflow and a list of recommended amendments to the existing procedures and guidance documents. 2. Participation in Monitoring Visits The Contractor shall participate in monitoring visits throughout the service provision period. During each visit, the Contractor shall observe activities and assess compliance with the approved programme, including the sequence of sessions, child engagement, accessibility, and safety. Deliverable: A completed monitoring checklist and a report containing recommendations. 3. Analysis of Feedback from Children and Caregivers On a quarterly basis, the Contractor shall analyze anonymized feedback collected by the project team. The analysis shall focus on the accessibility, safety, and clarity of activities and services provided. Deliverable: Four quarterly analytical briefs. Each brief shall identify recurring issues and provide recommendations for improving the operation of Child-Friendly Spaces (CFS). Recommendations related to the content of the approved programme shall be submitted to the designated programme owner for consideration. 4. Anonymized Review of Case Management Cases Throughout the service provision period, the Contractor shall review an agreed sample of up to 24 anonymized case management extracts. The review shall assess: the completeness of needs and risk assessments; the extent to which assistance plans correspond to identified needs; the documentation of actions taken, referrals made, and plan reviews conducted. Deliverable: Four quarterly summary reports identifying recurring gaps and providing recommendations for procedural improvements. The reports shall not contain any personal data of children and shall not assess the performance of individual case managers. This review does not constitute supervision or case management supervision. |

Оцінювання та порівняння Тендерних пропозицій/Evaluation and comparison of Bids:
Тендерна пропозиція Учасника буде оцінюватися за бальною системою відповідно до критеріїв оцінки / The Tender Proposal of the Participant shall be evaluated under a scoring system in accordance with the established evaluation criteria..
Під час оцінювання Тендерних пропозицій Тендерна комісія повинна перевірити розрахунки Фінансових пропозицій усіх Учасників Тендеру та виправити їх шляхом виявлення будь-яких арифметичних помилок, як це зазначено нижче:
a. у разі розбіжностей між сумами, які виражені цифрами та прописом – суми прописом вважатимуться пріоритетними;
b. у разі розбіжностей між по-позиційними цінами та відповідними по-позиційними сумами, що визначаються шляхом множення по-позиційної ціни на кількість, пріоритетною вважатиметься запропонована по-позиційна ціна;
якщо Учасник Тендеру відмовиться прийняти такі зміни, його Тендерна пропозиція буде відхилена./The Contract will be awarded to the Tenderer whose Tender complies with all technical conditions set forth in the tender documents and who offers the lowest price. During the evaluation of the Tenders, the Tender Commission shall verify the calculation of the Financial Proposals of all Tenderers and correct them by identifying any arithmetic errors as follows
a. in case of discrepancies between the amounts expressed in figures and in words, the amounts in words shall be considered as priority;
b. in case of discrepancies between the itemised prices and the corresponding itemised amounts, determined by multiplying the itemised price by the quantity, the itemised price shall prevail;
if the Tenderer refuses to accept such changes, its Tender shall be rejected.
Право Тендерної комісії акцептувати будь-яку Тендерну пропозицію та відхилити будь-яку чи усі Тендерні пропозиції/The right of the Tender Commission to accept any Tender and to reject any or all Tenders
Тендерна комісія має право акцептувати чи аргументовано відхилити будь-яку Тендерну пропозицію, а також, при відповідному обґрунтуванні, відмінити Тендер і відхилити усі Тендерні пропозиції у будь-який час до присудження Договору; при цьому Тендерна комісія не несе відповідальності перед Учасниками Тендеру та не зобов’язана інформувати Учасників Тендеру щодо причин такого рішення./The Tender Commission shall have the right to accept or reasonably reject any Tender, and, if so justified, to cancel the Tender and reject all Tenders at any time prior to the award of the Agreement; provided that the Tender Commission shall not be liable to the Tenderers and shall not be obliged to inform the Tenderers of the reasons for such decision.
Укладання Договору та оприлюднення переможця Тендеру/Conclusion of the Agreement and announcement of the winner of the Tender
Переможця буде письмово повідомлено про перемогу у Тендері до завершення Терміну чинності його Тендерної пропозиції. Письмове повідомлення про перемогу у Тендері підтверджує намір укладення Договору.
Договір з надавачем послуг планується укласти із фіксованою ціною, без можливості її зміни протягом усього періоду дії угоди./ Notification of Award and Contract Terms
The Winner shall be notified in writing of the award of the Tender before the expiry of the validity period of their Tender Proposal.
The written notification of award confirms the intention to conclude the Contract.
The Contract with the Supplier is planned to be concluded at a fixed price, without the possibility of its change throughout the entire duration of the agreement..
